No Sale Agreements: Many developers collected over 10% of the property price as a booking amount but did not create a formal agreement for sale, which breaks Section 13(1) of the RERA Act.

Missing Quarterly Reports: Builders must submit quarterly progress reports to GUJRERA. If they fail to do so, they can be fined up to 5% of the project cost under Section 61 of the Act.

How GUJRERA Handles Violations
GUJRERA acts either on its own initiative (Suo Motu) or after complaints from property buyers. The authority’s secretary registers the cases, which are then reviewed by the concerned officer. If serious violations are found, fines are imposed after issuing show-cause notices.
